The board is accountable for cyber risk. It rarely hears the unfiltered version.

Risk reaches the board through the people whose work is being judged. Management brings the green dashboard. The CISO — if there is one — reports to the CIO, and can't easily tell directors that the CIO's own strategy is the risk.

So boards make fiduciary decisions on a filtered picture: vendor pitches, optimistic summaries, and whoever has the most to lose framing the story.
